	Crashed in Germany. Aircraft encountered moderate icing conditions during the conduct of border mission. De-icing systems were operating. The SIP in the right seat saw flames coming from the vicinity of the No. 2engine after the aircraft had yawed to the right. The engine was secured by the SIP. Approximately 30 seconds after the fire was detected on the No. 2 engine sparks were observed coming from the No. 1 engine exhaust. The left engine lost power. The crew attempted to restart No. 2 engine with no success.
